bo xilai: true heir to the revolution?

Bao Tong (鲍彤) was Zhao Ziyang’s secretary. Zhao Ziyang, of course, was the Secretary General of the CCP who fell from power because he supported a non-violent resolution to the Tian’anmen protests. Yesterday, Bao Tong chimed in on the Bo Xilai scandal and how it relates to the upcoming 18th National People’s Conference — and yes, whether or not Gu Kailai killed Niel Haywood is a matter of secondary importance, rather than being a question of life or death for the Party. For Bao Tong and like minded CCP politicos, the question is still one of the absolute authority of the Party.

Here’s the rub: Bo Xilai has become a negative example of abuses of Party authority and power. However, like Deng Xiaoping before him, Bo Xilai is the direct heir of Marxin, Lenin, Mao and Stalin. If the Party removes Bo Xilai, they have rejected the justification for absolute power. If they continue with Bo Xilai, then they must deal with the fact that Bo Xilai has been discredited. Bao Tong thus provocatively and accurately raises the question: If Bo Xilai (or someone like him) is the heir to the revolution, what’s the Party to do? Translation of Bao Tong’s op-ed piece, below.

There are Two Choices at the 18th NPC

Bo Xilai has already become history. The reason he has entered the annals of history isn’t because of his wife, Gu Kailai was convicted, but because he pursued the “Sing Red, Attack Black [mafia] (唱红打黑)” campaign.

Some have slandered Bo Xilai by saying he isn’t a filial descendent of the Party. This is unfair. He really was immoral and lawless, but wasn’t Mao Zedong?  Lenin openly defined revolution as “only dependent on the direct action of the masses and not dependent on any law”, and is thus the even more immoral and lawless ancestor. Under Lenin’s strategy and leadership, the Bolsheviks brazenly dispersed the elected All Russian Constituent Assembly, starting the age of Red Terrorism. Mao Zedong delighted in bragging about his lack of conscious and lawlessness. He didn’t believe this was a source of shame, but rather a source of honor. All Chinese people are familiar with this history. Bo Xilai was merely the direct heir to this tradition. There is no possible discussion about Mao Zedong and Stalin’s personal morality. Thus, if we are to fairly evaluate Bo Xilai, we cannot say that he was the unworthy son of the Party, but must say he was the Party’s worthy son, its skillful and finest son, most worthy in the extreme.

If we are speaking of Party nature (党性), who is more truly of the Party than Bo Xilai. Singing red is to walk with the Party, and attacking black is to struggle against those enemies that the Party has identified. This is the highest essence of revolution and strongest discipline. Bo Xilai had a strong body. During his youth, he was bewitched by Mao Zedong into entering a life or death struggle with his father, Bo Yibo, who Mao had called a traitor. Who else has demonstrated this level of innocent and pure revolutionary spirit and loyalty to the Party?

It must be pointed out that by calling the Chongqing Model “Sing Red, Attack Black”, Bo Xilai had completely digested the marrow of the Party’s authoritative government. Standing in the position of a Party leader, to sing red is to respect only the Party, and to attack Black is to suppress anyone else (异己).

For the masses, singing red is the obligatory way to serve the Party, and attacking black is the willingness to fight on the Party’s behalf. Without exaggeration, we can say that the existence of a political campaign called “Sing Red, Attack Black” signals that the Party’s monolithic control of government has ended. [Within the State Party system] Anything that does not belong to the system is beside the point. Even if it is important, it cannot be a life or death conflict. For example, the difference between Mao Zedong and Deng Xiaoping’s respective policies or that between Stalin and Hitler’s policies is no doubt one of better or worse, but these differences were differences within the context of serving the absolute political power of the Party.

Consequently, when cutting up a cake, there is always the question of who gets the bigger slice. On the the issues of public housing and hukou, Bo Xilai was not rigid, in fact he was extremely flexible. This is one of the reasons he won the hearts of the people. However, he he could only tentatively hold his deep seeded “follow me and flourish, oppose me and perish” attitude (“顺我者昌逆我者亡”这条命根子). He blatantly raised his “Sing Red, Attack Black” banner, brandishing his sword, declaring his strength and prosperity, without giving any quarter. What was this? This was nothing other than the Bo Xilai Model, or we could call it Bo-ism. It was also Maoism for the 21st century. Bo Xilai didn’t invent “follow me and flourish, oppose me and perish”. However, in order to call corruption a miracle and to paint cruel and inhuman philosophy as miraculous revolutionary truth, Bo Xilai needed extreme sincerity in order to succeed as he did.

Some argue that “Red is true! Black is crime!” Is this true? When were the “nine types of black” established in the legal domain? “The whole country is red” campaign was obviously an unprecedented catastrophe. Governance depends upon clear legal ideas, and does not require romanticism or catchy slogans, and does not permit illegal gutting and rewriting the law.

The especially pernicious aspect of singing red was that it called an ass a horse, sedating the people and deifying leadership. In Bo Xilai’s Sing Red campaign a “power grab” was mystified as “the great victory of democratic revolution”. The ongoing impoverishment and alienation was mystified as “the great victory of socialism”. The widening gap between rich and poor was mystified as “Socialism with Chinese characteristics”. Human rights abuses were mystified as “stability”. And immorality and lawlessness was mystified as “the greatest glory”. Of course, with respect to Bo Xilai himself, he was the new savior of the world.

The especially pernicious aspect of attacking black was using law to solve problems that could not be solved through legal means. It made people crazy to attack wherever the Party pointed: attack rightists, attack anti-rvolutionaries, attack liberalization, attack vulgar values, attack those protest, attack those with power, attack lawyers, attack those with the courage not to submit to the Party’s leaders, attack the enemy in Bo Xilai’s eye; charge with out fear of death, attack! All that was necessary was to raise children who daily sang red and attacked the black, and everyone would be in crazy sedation. The highest power would then naturally pass from generation to generation, flourishing for 1,000 years, the establishment of an imperial house. This was the perfect strategy concealed in Bo Xilai’s four characters “Sing Red, Attack Black”.

Even if this campaign had entered high levels of Party debate, nevertheless early on some clear sighted people saw it was unfeasible. Those who sang red were “Party parrots (党八股)”. Lin Biao advocated reading Mao everyday, but Minister of Propaganda Lu Ding disagreed. Lu Ding contradicted Lin Biao with the colloquialism “even delicious Yunnan ham if eaten everyday will cause indigestion”. Clearly, Lin Biao didn’t have Lu Ding’s experience in propaganda. Attacking black everyday was the same as doing the Cultural Revolution everyday. Likewise, how could Bo Xilai be more knowledgeable than the General Secretary in determining the importance of harmony to social stability? Unsurprisingly, when Bo Xilai first appeared on the list of potential candidates for the Standing Committee, how hard it was for people of understanding to stand like pillars in flowing water. They didn’t make a pilgrimage, they didn’t chant sutras, and they didn’t cheer! (With all the drama for becoming General Secretary, the situation is extremely complicated. Those who had risen by attacking black and made their living singing red were probably a small minority.)

The 18th National People’s Congresses faces a choice: either tie itself to Bo Xilai or cut him loose. If they are unwilling to open the 18th NPC under Bo Xilai’s shadow, then it is time to quietly begin ending the “Sing Red, Attack Black” campaign. Of course, if they are willing to openly and properly join Bo Xilai in singing red and attacking black, this is even more commendable, more deserving of everyone’s welcome and support.

Deng Xiaoping was born Deng Xiansheng (邓先圣) on August 22, 1904 in Guang’an, Sichuan (四川广安). To commemorate his birthday, below I have translated his calligraphic inscriptions, which suggest the contours of reform and its social terrain.    

October 1, 1983 for the Beijing Jingshan School: “Education must be oriented to modernization, the world, and the future (教育要面向现代化、面向世界、面向未来)”.

January 1, 1984 for the Shenzhen Special Economic Zone: “Shenzhen’s development and experience proves that the policy decision to establish Special Economic Zones was correct (深圳的发展和经历证明我们建立经济特区的政策是正确的)”.

cat theory: contextualizing deng xiaoping’s pragmatism

The historical background to each of the three guiding theories of early reform —  feel theory, cat theory, and don’t debate theory — illuminate the dialectic of political debate and economic reform in and through China more generally and Shenzhen specifically. Importantly, the moral rhetoric of the debate reminds us that the Chinese revolution and its subsequent transmutations has taken place within the ongoing cultural context of feeding the Chinese people.

Previously, I noted that “feel theory (摸论)” had been part of an early reform debate between more conservative Chen Yun and Deng Xiaoping. Today, a brief history of “cat theory (猫论)”, which appeared in an earlier Party scuffle over the same question: should China integrate capitalist means into socialist production? And, if so, how so and to what extent?

The Great Leap Forward(大跃进) aimed to simultaneously accelerate Chinese agricultural and industrial growth through mass mobilization of rural and urban areas. In rural areas, this meant meeting grain quotas and building “backyard furnaces”.  The goal had been to deploy China’s population to compensate for its lack of industrial infrastructure, but the means were coercion and terror and the result was catastrophic famine.

The Great Leap Forward had been scheduled to run from 1958 through 1963, but was discontinued in 1961, when Zhou Enlai, Deng Xiaoping, and Chen Yun presented an 8 character guidelines to rectify the mistakes of the Great Leap: adjustment, consolidate, enrich, and improve (调整、巩固、充实、提高). The debate over how to organize rural production continued through 1962, when Deng Xiaoping advocated the household responsibility system (包产到户) in contrast to Maoist Communes. On July 2, 1962, Deng Xiaoping responded to the question of whether the household responsibility system was capitalist or communist with a Sichuan proverb, “It doesn’t matter what color the mouse as long as it catches rats (不管黄猫黑猫,只要捉住老鼠就是好猫)”.

18 years later, after seizing power from Hua Guofeng and the Gang of Four, Deng Xiaoping returned to the ideas and inspirations of this earlier debate, reasserting economic pragmatism over and against political ideology. One of the key results, of course, was the establishment of Shenzhen and the three other Special Economic Zones. What also remains clear is that Mao asked the right questions, even if his answers often justified brutal inequality and unfreedom.

Economic decisions are political decisions and thus the question facing political leaders is always already moral: what kind of society do we want to build?

This past year, I have increasingly collaborated with foreign artists, filmmakers, and scholars to create projects in Shenzhen. Often at stake in these projects is the form and breadth of necessary support. For example, to do any kind of project in a public site (performance, filming, showing an art film), you do and do not need papers to show guards. What does this mean?

If the project looks like a group of friends just talking or filming, or if you’re performing / filming in a private house or shop, no one will ask questions. Hence, the proliferation of coffee shop and bar events with sympathetic owners. However, if you set up a large set, have many people involved, and a crowd gathers to watch, then any local guard can stop you and ask to see your papers. And every building has employed guards, so you will encounter them. In urban villages, where there might not be building guards, there are neighborhood civil police, who will know you are in the area within about five minutes and show up (or at least that was Fat Bird’s experience when we did guerilla performances in Huangbeiling and Dongmen 1 and 2).

If you don’t produce performance permits, the guards will send you away. Sometimes, even when you have papers, if the area has a special event going on, the guards will work to send you away. This happened several times during the 6 > 60 bus film screenings, when guards who knew us and were used to our project became nervous because a leader was visiting that day and thus asked us to leave as a favor to them. This indicates how seriously onsite guards take enforcement because 6 > 60 was part of the Biennale and therefore a municipal level project. Nevertheless, guards took the attitude “one less concern is better than one more  (多一事不如少一事)”. Likewise, at a recent Shenzhen University event, a dormitory guard tried to shut down an approved project because approval had only taken the form of spoken agreement. When the project organizer went to confront the approving official, he denied that he had ever heard of the project.

When organizing a project in China, it bears remembering that upper level officials may agree to help (and often support a project in principle), but if they do not write a letter of support, sign papers or issue permits, their support is practically useless because enforcement takes place onsite. Moreover, in most cases the leaders that can approve a project and the offices that issue permits are separate. This means, of course, that what needs to happen is project directors need to work with leaders who are willing to call the people who do issue permits on their behalf.

The whole question of corruption happens at this overlap between needing political support to obtain permits and the fact that enforcement happens elsewhere. After all, why should an official make a phone call or pursue permit issuing officials for you? What’s in it for them? Likewise, permit issuing officials sometimes become a third site of obstruction, depending on the relative status of the caller — immediate leaders are very helpful in pushing permits through, but their office is usually not high enough to approve a project.

And so point du jour: getting things done in Shenzhen means being able to network as many levels as possible to get the permits necessary to make an onsite intervention. That done, you need to then work with or against onsite guards. One time events can usually be accomplished by arguing with guards, however long term projects require onsite negotiations with guards, and often their leaders, who are responsible to a different chain-of-command than the one that pushed through the permits, which in turn requires another round of explaining and securing agreement.

That said, sometimes bravado will get the same or better results, but it’s a gamble.

三打两建:ideology in guangdong

Guangdong Party Secretary, Wang Yang has been busy shoring up his position as a reliable, upstanding, and neo-liberal party member.

Since February this year, all of Guangdong has been engaged in “three attacks and two establishments (三打两建)”, a movement that has its own, quite extensive website. The three targets of attack are “illegal monopolization of the market through violence (欺行霸市)”, “manufacturing and selling fake goods (制假售假)”, and “commercial bribery (商业贿赂)”. The two principals to be established are “a system of social trust (社会信用体系)” and “a system of market oversight (市场监管体系)”.

It seems on first glance a call to rationalize highly local systems of production, consumption, and regulation because I have usually seen movement banners in urban villages, rather than in malls, making villagers the target of Guangdong’s current ideological movement. For example, “illegal monopolization of the market through violence” and “commercial bribery” seem to be descriptions of how markets and shops are actually run (with their reputed mafia ties) in villages. Likewise, “manufacturing and selling fake goods” also seems to be located in villages, with low-level investors setting up shanzhai factories in older, under the radar of municipal oversight spaces and then distributing these goods through local outlets. In contrast, the double aim to establish systems of trust and market regulation point to the government’s determination to bring all production, distribution, and consumption under a system of generalized oversight.

Currently, Shenzhen’s villages have all been incorporated into the municipal apparatus and villagers given citizen status. However, to the extent that industrialization in the Pearl River Delta has created rich villages that cultivate loyalty to the collective (or extended family) rather than to the state (as an abstract system), the next step in rural urbanization has become transforming villagers into citizens. Currently, one of the defining characteristics of a citizen in contrast to a villager is that “citizens” position themselves with respect to national laws (shared with strangers), while “villagers” position themselves with respect to traditional values (shared with familiars and intimates).

Point du jour, an important task of Chinese governance has become shifting how the state interpellates rural residents, hailing them as individualized “citizens”, rather than as collectivized “farmers” even when and despite the fact that many villages (such as Xiasha) are investing in symbols of collective identity, and the “urban village” has become a stereotype of Shenzhen cultural identity.

just what is china studies anyway?

These past few days I have been reading essays on the social organization of power in the PRC. Most of these essays were written by political scientists and economists, but the odd anthropologist makes an appearance as does the occasional historian.

Here’s the rub: I can’t really tell the difference between this kind of scholarship and everyday gossip in Shenzhen.

Our gossip tends to be about people we know, but importantly also about people with power to make decisions that directly affect our well-being. We see someone do something and then speculate about how and why it happened. We try to anticipate what they will do and how we might get them on our side. But this data gathering and analysis is all tenuous and shaky, and often leaves me feeling both convinced I know what’s happening (vaguely), but also unwilling to make definitive statements because I don’t actually know. Instead, I have a residual belief that someone somewhere can explain what is happening; there is, we maintain, a position of knowing, just not with me, here.

Now it’s not as if this tendency to conflate gossipy analysis with research has gone unnoticed within scholarly circles. Consider, for example, the following 1995 quote from Frederick C Teiwes (Paradoxical Post-Mao Transition: From Obeying the Leader to Normal Politics):

Despite the unprecedented openness of the 1980s and a surfeit of purported inside information, in crucial respects we know less about politics at the top today than we do for the Maoist era. Given the secretive nature of the top leadership, it is hardly surprising that participants in the system often express the view that ‘nobody knows’ what goes on ‘up there’. … Even highly placed figures, including those with personal knowledge of the very top leaders, feel limited in what they know, and their assessments sometimes are at variance in significant ways with those of younger, more middle-level officials either in China or living in exile. Given these limitations, scholarship has unfortunately relied extensively and often indiscriminately on suspect Hong Kong sources to fill the gap. As Lyman Miller has observed, the Hong Kong press has recorded ‘a flood of reports, stories, rumors, and sometimes speculations and fantasies about political events in China’.

My speculative sense du jour is that 15 years after Teiwes cautioned us about how much could actually be known and methodologies for securing some kind of confidence in what we think we have learned about China’s highest ranking leaders, weibo may have allowed this unstable situation to perfect itself. The yearning to know, the speculation and furtive analysis. The 140 character limit, the anonymity, the instant forwarding of unconfirmed posts has blossomed in China not only because its fun, but also because it is parasitic upon and supplements the extant situation — what we know, we glean and extrapolate from conversations, incomplete news articles, and our experience of acting within and against everyday life, whether in China or abroad. Thus, I read caveats about how information and conclusions about China’s ruling elite might be and think, yup that tallies. Not just with my experience of unbridgeable distance between moi and the Center, but also with my experience trying to navigate office politics in Shenzhen unreliable and listening to my friends talk about their experiences trying to navigate even more complicated office politics.

So what?

I’m thinking that there’s a kind of cross-cultural overdetermination in the popularity of weibo and its increasing importance as a subject and source of academic knowledge about Chinese political culture. Chinese people use weibo to create public spaces and then scholars speculate on what it means about Chinese society because in large states, like China but also like the United States for that matter, none of us, even those of us in power actually know what’s happening. We live by creating networks of trust and when public trust falters, we turn elsewhere. Recently, Professor Zhao Dingxin (joint appointments at Chicago and Fudan) gave a talk on”Weibo, Political Public Space and Chinese Development” and Owen Lam has translated portions of the transcript and netizen responses to the talk. Zhao Dingxin asserted provocatively:

Weibo is an absolutely democratic but highly manipulative mode of communication. It is democratic in the sense that the user only need to write a few sentences. Once a person knows how to login, s/he can start writing regardless of the quality. It is manipulative in the sense that each voice does not register the character of an equal vote… If a person controls a lot of money or certain technology, s/he can hire an online army to magnify their voice and create fake public opinion. The space for manipulation is huge.

And my immediate response is, well, yes because within any human relationship the space for manipulation grows with levels of distrust and competing desires. But that space is within each of us and not simply the product of technology. Clearly, the kind of speculative practice that thrives on weibo pre-dated the invention of social technologies. Perhaps instead of an exclusive focus on technology, it might be helpful to ask what about human nature makes weibo so attractive? What fears and desires leave us open to manipulation by digital phrases? The Chinese government is trying to contain the effects of rampant rumors and gossip-mongering by instituting the real name registration system (实名制). I wonder if it wouldn’t be more useful to think creatively about how to rebuild public trust, knowing that this is itself the work of a lifetime.

According to a politically savvy friend, if anyone has a chance to democratize China, it will be a leader like Bo Xilai because 1. he had the support of the people; 2. he had support within the Party; and, 3. he could have held power after the transition from a one party to a multi-party system.

The purpose of government is to distribute and justify the distribution of goods, which range from food and shelter through education opportunities and healthy living environments throughout society. Some societies use money as the primary tool to mediate the allocation of social goods, in China, however, political status — power with explicit connection to either the military or the police — is the primary social means of deciding who gets what and how it is delivered. This means that the closer one is to the Center, the more opportunities one will have to monopolize not only the allocation of social goods, but also what those social goods are and how they are produced. In short, opportunities to control and benefit from state monopolies over the means of production.

My friend explained that Chinese politics is a series of expanding circles. At the center are high officials, in the next circle their family and friends, and then lesser relatives, and then the families of friends of friends of family friends… The point, of course, is double.

First, with respect to those who have occupied the center, there are no compelling reasons to change the current structure of unequal distribution. What’s more, successfully changing the structure would entail creating political alliances that cut across all those circles in such a way as to first be able to dismantle the system and then maintain power in the new system.

Second, the one hundred surnames are so far from the center that direct appeals to the people constitute a political wild card, which can be wielded by anyone with a wide enough power base. This is frequently the case in local and regional level politics where national appointees navigate and negotiate unfamiliar terrains before they are sent to their next position. However, most national appointees do not become popular in their brief bureaucratic tenures and popular local leaders rarely convert their local appeal into national charisma.

Bo Xilai, however, was exceptional: he had widespread national appeal; he had deep support within and across the Party organization, including ties to the military and the police; and, he was savvy enough to navigate political upheavals. Indeed, he seemed particularly adept at outside-the-box responses to unexpected problems and it will be interesting to see if he is executed or ends up back at the center in ten years time.

On my friend’s reading, the insular structure of Chinese political interests  overdetermined the Cultural Revolutionary connection that linked Bo Xilai to Mao Zedong. Like Mao, Bo Xilai made highly symbolic gestures to help the people. In Chongqing, fore example, Bo set up neighborhood help systems for elderly residents whose family was working in other cities. A solitary elder could directly ring a bell that linked her to the neighborhood committee representative who would be responsible for coming to her aid. This gesture resonated across generations who have been separated as children have left home to work in other cities. Moreover, Mao and Bo’s willingness to upset high-ranking leaders when making these gestures further endeared them to the people.

Bo Xilai skated at the edge of central Party politics for many years before transmuting a minor appointment in a Dalian county into a springboard to national politics precisely because like Mao, he not only dazzled the people, but also impressed journalists and intellectuals, who in turn promoted his project. Not only journalists sang Bo’s praises, but recently closed leftist websites like Utopianet (乌有之乡) publicly supported the Chongqing Model in contrast to the Shenzhen Model, which remains a key symbol of the success of Reform and Opening.

Bo Xilai symbolized the possibility of an end to Party politics as usual and his “Sing Red, Attack the Black” campaign resonated across Chinese political classes in ways that nothing Xi Jinping or Hu Jintao or Jiang Zemin have done. Today, there are efforts to disparage the Mao-Bo connection, but none have addressed the man’s capital C charisma. In fact, I’ve heard someone say, “I don’t care who he did or didn’t kill, Bo Xilai moved me. I only saw him once, but I felt like a crazy fan, who wanted a body autograph” and this comment goes straight to my point du jour.

Weber has warned us that charismatic leaders do not necessarily overturn unpopular regimes and establish democratic governments. Moreover, the rise and fall of populist leaders in Eastern Europe and Russia have demonstrated that its difficult to uproot the Party machine from national politics. Nevertheless, Bo Xilai’s popularity despite his acknowledged crimes not only hints at just how high levels of dissatisfaction with Chinese politics as usual are, but also alerts us to how much violence is necessary to maintain the status quo.

three class theory: speculating on the scale and possibility of reforming china

A while back I heard a princeling turned Shenzhen nouveau riche (and they do surface every now and again, entrepreneurs in their late 50s and 60s, who came to the SEZ to live well below the national political radar, but nevertheless take advantage of their status to reap economic benefits in the city that launched Reform) half-mockingly challenge a lunch table of intellectuals, saying:

China has three classes — high ranking officials (高干), national intellectuals (高知), and peasants (农民). Officials need help governing and are good to those who help them, but that’s not the important issue. The real question is: do you really want to share power with peasants?

That smug question provoked self-conscious chortles because most at the table were low-level national intellectuals, not peasants, no, but certainly ecclesiastes, who Gramsci defined as the category of intellectuals “who for a long time…held a monopoly of a number of important services: religious ideology, that is the philosophy and science of the age, together with schools, education, morality, justice, charity, good works, etc. The category of ecclesiastes can be considered the category of intellectuals organically bound to the landed aristocracy.”

The a-ha moment in “three class theory” is the emphasis on political, rather than economic power. Take a look at Chinese society and what becomes obvious is that high-ranking officials are, by and large, China’s property-owning class and national intellectuals are, by and large, members of the bourgeoisie. Within each of these classes, of course, exist various opportunities to confirm and strengthen social status, as well as opportunities to transfer and exchange socially valued goods, including money, but also including housing, medical care, and other social benefits. In contrast, peasants are those organically tied to the land, with all that the status has historically entailed: providing quota grain under Maoist collectivism to fund socialist urbanization, and presently being excluded from China’s urban boom except as members of the proletariat. The point, of course, is that in Chinese society economic opportunity is a function of political and social status, rather than the reverse.

The status of peasants and their ties to land are at the center of Shenzhen’s development.On the one hand, as rural areas urbanize, the question of land comes to the fore and in it we see how officials and intellectuals cooperate to expropriate land and justify its expropriation. In this scenario, the class struggle is over the terms of proletarianization and the creation of what are called “peasant workers (农民工)”. On the other hand, to the extent that villages retain control of their land and pursue capitalist projects, we see the stability of the three class system as local systems reproduce this hierarchy, producing “local emperors (土皇帝)”.  In this parallel scenario, the struggle is over the extent to which local emperors and local intellectuals might launch themselves into national politics. Obviously, although both historical trajectories transform individual lives, it is also clear that these changes are not bringing about a more just society, but rather using previous injustices to make and legitimate power grabs and the concomitant distribution of the spoils.

As China enters its fourth decade of reform, Gramsci’s call for intellectuals to theorize and provide alternatives to the present situation still haunts us. The fact that US and Chinese leaders continue to cosy up to one another and that US and Chinese intellectuals find so much in common makes salient the compatibility of US neoliberal ideologies and Chinese ideologies of socialist exceptionalism. However, this ideological compatibility has blinded many of us to a simple truth; the quality of life for Chinese nongmin remains the standard for evaluating the scale, possibility, and social forms of Reform and Opening, not the cross-cultural comfort level of high-ranking officials and national intellectuals, whatever their passport status may be.

neo-confucianist administration in guangming?

Today, I’m translating an open apology from Liao Tianye, a young official in the Guangming New District Management Committee (新区管委会) to his parents. In the letter, Liao Tianye expresses his remorse for abusing his parents. Frankly, the letter seemed to me a strange twist on Shenzhen’s ongoing Neo-confucian propaganda campaign; yes, the Municipality is striving to cultivate Neo-confucian ethics in officials and businessmen. But, public apologies for unfilial behavior? Caught me off guard. More prosaically, I’m wondering at the level of abuse, the context in which “abuse” was identified, and how it came to the attention of the Management Committee. Also, in the ongoing turmoil of Chongqing revelations, I’m also wondering about the political culture of holding meetings for self-criticism, which we all remember was one of the key features of Cultural Revolutionary tactics.

Letter of Regret

First, I want to use this letter to express my deep regret to the parents who raised me under such difficult conditions! To the school that formed me and the work unit that has consistently cared for me, I also apologize for any negative effects from my actions! At the same time, I also sincerely apologize for the emotional pain that my actions have caused the public!

I was born into a farmer household, but lived for many years outside the village to complete my studies. After graduating college, I immediately married and our child is now 9 months old. Pregnancy and birth debilitated my wife’s body and she became depressed. During the day, I went to work and at night I came home and still had to care for our child, exhausting both body and mind. In addition, my parents’ traditional ideas of childcare and my own are very different, and I don’t have enough experience handling family conflicts. Nor was I prepared for the contradictions between wives and mother-in-laws. Together it resulted in disputes with and anger at my parents, leading to serious consequences.

These past days, I have consistently engaged in deep reflection and self-criticism. This event has been a deeply painful life lesson, which also negatively impacted my household, work united and society. I will learn from my mistakes and become a citizen who takes responsibility at work and in society.

I hope that everyone will give me a chance to turn over a new leaf!

 

Consuming power — Xi’an snacks

Power, its cultural incarnations, and subsequent transvaluations fascinate me. How we work with and through inequality defines us not only as an identifiable people, but also as a moral community. I understand the scholarly imperative to be discovering who, what, where, why, when, and how our appetites and assumptions, our attachments and defilements inform and transform shared worlds. That said, my interest in power tends toward the practical; I like knowing when I should pick up the tab and when silence is not a sign of respect, but a sin of omission. Continue reading
