.. and it’s official! Xi Jinping’s road to recovery is the neoliberal policies of Shenzhen and Guangdong.Yes, the first signal of whither Xi Jinping is pointing to Shekou, by way of the second of Shenzhen’s top ten concepts.

If CCTV is to believed everyone is enthusiastically studying the spirit of the 18th national people’s congress. Xi Jinping and friends have charted a road to recovery that sounds exactly like Yuan Geng, 1992, except of course in English, where the translations have missed the historical citation.

Xi Jinping, 2012: 空谈误国,实干兴邦 (Empty talk is useless, only hard work can achieve the revival of a nation).

Yuan Geng, 1992: 空谈误国,实干兴邦 (Empty talk endangers the nation, practical work brings prosperity).

Not surprisingly, Xi Jinping’s “it’s the economy” moment parallels Yuan Geng’s. Yuan Geng first decried empty talk in response to Beijing educators who claimed that Shekou youth were gold diggers (Shekou Storm 1988). First time round, empty talk actually supported alternative voices. However, Yuan Geng made empty talk an official Shekou slogan response as part of Deng Xiaoping’s 1992 Southern Tour in an effort to silence critics about the June 4th Incident, returning the focus of reform to economic growth. Second time round, empty talk seemed to mean “suck it up and get back to work”.

So here we are. Again. And inquiring minds want to know: is Xi JInping talking the talk of 1988 or the talk of 1992?

Personally, I’m thinking we’re still caught in the post 6.4 quagmire. Xi Jinping’s less talk, more action comes in the aftermath of the Bo Xilai incident and the demise of the Chongqing Model, which included the call for a return to collectivist economic policies a la Mao Zedong. Speculation du jour: Xi Jinping’s road to recovery is probably the continued silencing of progressive voices for social liberalization in favor of rising GDP, or the “steady at 7 (经济保7)” policy, a reference to China’s decision to continue to grow the GDP at 7% annually.

In April this year, Cao Changqing (曹长青 who now operates an influential Chinese language news source) posted “Bo Xilai’s Father Destroyed the Shenzhen Youth Herald (薄熙来父亲灭掉《深圳青年报》)” to commemorate the 25th Anniversary of the closing of the Shenzhen newspaper, where he began his career in journalism. The post was prompted by a conversations with Yan Jiaqi (严家其), who had been the Head of the Politics Department, the Chinese Academy of Social Sciences (中国社科院政治所长) during the 1986-87 student movement and was an advisor to both Hu Yaobang and his successor, Zhao Ziyang. Indeed, Yan Jiaqi himself would flee to Paris after his support of student protests in the 1989 democracy movement.

In the early years of reform, the Shenzhen Youth Herald was, along with Shanghai’s World Economic Herald (世界经济导报), one of the two most independent newspapers in China. Consequently, despite being a small newspaper, the Youth Herald had a national subscription base, providing Chinese intellectuals a platform for debating progressive ideas and evaluating ongoing experiments in reform Chinese society. On October 21, 1986, for example, the newspaper printed Qian Chaoying (钱超英)’s contraversial opinion piece, “I Support Commerade Xiaoping’s Decision to Retire (我赞成小平同志退休)”.

In the manner of traditional intellectuals, Shenzhen University professor of literature, Qian Chaoying’s writing style was sincere and humble, but the content was unmistakably radical. Moreover, the piece drew directly on and from Shenzhen’s experience, asking: Why must the People show our sincere and deep feelings for Deng Xiaoping by sacrificing further reform of the political system (为什么表达人民对小平同志纯朴深挚的普遍感情,就非要以延缓政治体制改革的进程为代价不可呢)? On Qian’s reading, Deng’s retirement would allow China to reflect on and establish a more just political system, a system that was more in keeping with the needs of reform, rather than a return to the cult politics, which had characterized the Cultural Revolution glorification of Mao Zedong.

Yan told Cao that Bo Yibo (薄一波, Bo Xilai’s father and one of the Eight Elders of the CCP) was not only furious about the opinion piece, but had also approached it as an attack the power of older and already retired leaders. During a meeting on political reform, Bo Yibo participated as a consultant. Zhao Ziyang was talking about the opinion piece with Peng Chong (彭冲). Upon overhearing the conversation, Bo Yibo became livid and is reported to have screamed at the younger leaders, “You are already fifty, sixty and seventy years old. We won’t die and you won’t rise (你们也五十六、七岁了吧?我们不死,你们也上不来).” Hu Qili (胡启立) was apparently so frightened that he immediately showed his support for the elders, wishing that the the old leaders of the proletarian revolution would live to a healthy old age (我们希望老一代的无产阶级革命家健康长寿). Importantly, at that closed meeting, Bo Yibo called for the Party to investigate who had written and the newspaper that had published the opinion piece. The word used, zhuicha (追查) meant to find out who Qian Chaoying was speaking for. Bo Yibo assumed that neither Qian Chaoying, nor the Youth Herald was acting as an independent voice, but rather was acting on behalf of one of the young reformers, most likely Hu Yaobang.

The opinion piece was published at a critical time in Central politics. Hu Yaobang and Zhao Ziyang, Deng Xiaoping’s “right and left hands” were pushing for further political liberalization. Less, than two months after the letter was published, students organized public protests across over a dozen cities in support of political and economic liberalization. Astrophysicist, Fang Lizhi (方励之) led the protests, calling for introducing political reforms that would ultimately end the one-Party system and the continuing use of government as an instrument of Party policy. Two other intellectuals, Wang Ruowang (王若望) and Liu Binyan (刘宾雁) also led the intellectuals. It is said that Deng disliked Fang, Wang, and Liu, directing Hu to dismiss them from the Party, but Hu refused. In the fallout, Hu was forced into retirement because it was said he had been too lenient with student protestors. The Shenzhen Youth Herald was also one of the victims of the 1987 crackdown. The Shenzhen Youth Herald was closed and Cao Changqing banned for life from working in journalism at the same time that Hu Yaobang was forced into retirement. Two years later, the Tian’anmen protests would begin when students gathered to eulogize Hu Yaobang. The now defunct World Economic Herald published an article supporting the students’ call to re-evaluate Hu’s legacy.

bo xilai: true heir to the revolution?

Bao Tong (鲍彤) was Zhao Ziyang’s secretary. Zhao Ziyang, of course, was the Secretary General of the CCP who fell from power because he supported a non-violent resolution to the Tian’anmen protests. Yesterday, Bao Tong chimed in on the Bo Xilai scandal and how it relates to the upcoming 18th National People’s Conference — and yes, whether or not Gu Kailai killed Niel Haywood is a matter of secondary importance, rather than being a question of life or death for the Party. For Bao Tong and like minded CCP politicos, the question is still one of the absolute authority of the Party.

Here’s the rub: Bo Xilai has become a negative example of abuses of Party authority and power. However, like Deng Xiaoping before him, Bo Xilai is the direct heir of Marxin, Lenin, Mao and Stalin. If the Party removes Bo Xilai, they have rejected the justification for absolute power. If they continue with Bo Xilai, then they must deal with the fact that Bo Xilai has been discredited. Bao Tong thus provocatively and accurately raises the question: If Bo Xilai (or someone like him) is the heir to the revolution, what’s the Party to do? Translation of Bao Tong’s op-ed piece, below.

There are Two Choices at the 18th NPC

Bo Xilai has already become history. The reason he has entered the annals of history isn’t because of his wife, Gu Kailai was convicted, but because he pursued the “Sing Red, Attack Black [mafia] (唱红打黑)” campaign.

Some have slandered Bo Xilai by saying he isn’t a filial descendent of the Party. This is unfair. He really was immoral and lawless, but wasn’t Mao Zedong?  Lenin openly defined revolution as “only dependent on the direct action of the masses and not dependent on any law”, and is thus the even more immoral and lawless ancestor. Under Lenin’s strategy and leadership, the Bolsheviks brazenly dispersed the elected All Russian Constituent Assembly, starting the age of Red Terrorism. Mao Zedong delighted in bragging about his lack of conscious and lawlessness. He didn’t believe this was a source of shame, but rather a source of honor. All Chinese people are familiar with this history. Bo Xilai was merely the direct heir to this tradition. There is no possible discussion about Mao Zedong and Stalin’s personal morality. Thus, if we are to fairly evaluate Bo Xilai, we cannot say that he was the unworthy son of the Party, but must say he was the Party’s worthy son, its skillful and finest son, most worthy in the extreme.

If we are speaking of Party nature (党性), who is more truly of the Party than Bo Xilai. Singing red is to walk with the Party, and attacking black is to struggle against those enemies that the Party has identified. This is the highest essence of revolution and strongest discipline. Bo Xilai had a strong body. During his youth, he was bewitched by Mao Zedong into entering a life or death struggle with his father, Bo Yibo, who Mao had called a traitor. Who else has demonstrated this level of innocent and pure revolutionary spirit and loyalty to the Party?

It must be pointed out that by calling the Chongqing Model “Sing Red, Attack Black”, Bo Xilai had completely digested the marrow of the Party’s authoritative government. Standing in the position of a Party leader, to sing red is to respect only the Party, and to attack Black is to suppress anyone else (异己).

For the masses, singing red is the obligatory way to serve the Party, and attacking black is the willingness to fight on the Party’s behalf. Without exaggeration, we can say that the existence of a political campaign called “Sing Red, Attack Black” signals that the Party’s monolithic control of government has ended. [Within the State Party system] Anything that does not belong to the system is beside the point. Even if it is important, it cannot be a life or death conflict. For example, the difference between Mao Zedong and Deng Xiaoping’s respective policies or that between Stalin and Hitler’s policies is no doubt one of better or worse, but these differences were differences within the context of serving the absolute political power of the Party.

Consequently, when cutting up a cake, there is always the question of who gets the bigger slice. On the the issues of public housing and hukou, Bo Xilai was not rigid, in fact he was extremely flexible. This is one of the reasons he won the hearts of the people. However, he he could only tentatively hold his deep seeded “follow me and flourish, oppose me and perish” attitude (“顺我者昌逆我者亡”这条命根子). He blatantly raised his “Sing Red, Attack Black” banner, brandishing his sword, declaring his strength and prosperity, without giving any quarter. What was this? This was nothing other than the Bo Xilai Model, or we could call it Bo-ism. It was also Maoism for the 21st century. Bo Xilai didn’t invent “follow me and flourish, oppose me and perish”. However, in order to call corruption a miracle and to paint cruel and inhuman philosophy as miraculous revolutionary truth, Bo Xilai needed extreme sincerity in order to succeed as he did.

Some argue that “Red is true! Black is crime!” Is this true? When were the “nine types of black” established in the legal domain? “The whole country is red” campaign was obviously an unprecedented catastrophe. Governance depends upon clear legal ideas, and does not require romanticism or catchy slogans, and does not permit illegal gutting and rewriting the law.

The especially pernicious aspect of singing red was that it called an ass a horse, sedating the people and deifying leadership. In Bo Xilai’s Sing Red campaign a “power grab” was mystified as “the great victory of democratic revolution”. The ongoing impoverishment and alienation was mystified as “the great victory of socialism”. The widening gap between rich and poor was mystified as “Socialism with Chinese characteristics”. Human rights abuses were mystified as “stability”. And immorality and lawlessness was mystified as “the greatest glory”. Of course, with respect to Bo Xilai himself, he was the new savior of the world.

The especially pernicious aspect of attacking black was using law to solve problems that could not be solved through legal means. It made people crazy to attack wherever the Party pointed: attack rightists, attack anti-rvolutionaries, attack liberalization, attack vulgar values, attack those protest, attack those with power, attack lawyers, attack those with the courage not to submit to the Party’s leaders, attack the enemy in Bo Xilai’s eye; charge with out fear of death, attack! All that was necessary was to raise children who daily sang red and attacked the black, and everyone would be in crazy sedation. The highest power would then naturally pass from generation to generation, flourishing for 1,000 years, the establishment of an imperial house. This was the perfect strategy concealed in Bo Xilai’s four characters “Sing Red, Attack Black”.

Even if this campaign had entered high levels of Party debate, nevertheless early on some clear sighted people saw it was unfeasible. Those who sang red were “Party parrots (党八股)”. Lin Biao advocated reading Mao everyday, but Minister of Propaganda Lu Ding disagreed. Lu Ding contradicted Lin Biao with the colloquialism “even delicious Yunnan ham if eaten everyday will cause indigestion”. Clearly, Lin Biao didn’t have Lu Ding’s experience in propaganda. Attacking black everyday was the same as doing the Cultural Revolution everyday. Likewise, how could Bo Xilai be more knowledgeable than the General Secretary in determining the importance of harmony to social stability? Unsurprisingly, when Bo Xilai first appeared on the list of potential candidates for the Standing Committee, how hard it was for people of understanding to stand like pillars in flowing water. They didn’t make a pilgrimage, they didn’t chant sutras, and they didn’t cheer! (With all the drama for becoming General Secretary, the situation is extremely complicated. Those who had risen by attacking black and made their living singing red were probably a small minority.)

The 18th National People’s Congresses faces a choice: either tie itself to Bo Xilai or cut him loose. If they are unwilling to open the 18th NPC under Bo Xilai’s shadow, then it is time to quietly begin ending the “Sing Red, Attack Black” campaign. Of course, if they are willing to openly and properly join Bo Xilai in singing red and attacking black, this is even more commendable, more deserving of everyone’s welcome and support.

Exporting the Shenzhen Model

The Shenzhen Model not only shapes neidi development, but also the form and content of China’s recent push to expand and develop its international presence. Friend Jonathan Bach directed me to the article, African Shenzhen: China’s Special Economic Zones in Africa by Deborah Brautigam and Tang Xiaoyang. The article contextualizes contemporary Chinese investment in Africa, concluding that:

“These zones are using an unprecedented business model in Africa. Although there are exceptions, most economic zones in Africa, especially sub-Saharan Africa, have historically been developed and operated by governments, and the results have often been disappointing (FIAS 2008: 31). In China’s own zones, government agencies were also responsible for their development, with generally good results. However, the new Chinese zones in Africa are not being planned by government bureaucrats and given to Chinese firms to implement. Instead, they are designed and established by Chinese enterprises spontaneously according to their assessment of business feasibility. The Chinese zone developers are expected to bring future-oriented design, high-standard infrastructure and world-class professional management to help industrial investors survive the harsh market environment in Africa and facilitate their growth.

In some parts of Africa, clusters of dynamic industrial development have arisen spontaneously, as private initiatives. If the expectations for the Chinese-run zones are realised (and the jury is still out on this), these cooperation zones could form a synergistic third model, combining the market forces of existing clusters with the systematic organisation of the top-down model. If so, this would help the business sustainability of the zones. The scale and experience of the developers mean that they are less vulnerable, and better connected to networks of capital, ideas and support than Africa’s existing clusters.

These developments may yet come to naught, given the obstacles that have beset past efforts to develop economic zones in Africa. They face significant challenges of inclusion, communication, and integration with local economies. Yet the timing is right for some African countries to catch the new wave of investors coming out of China. If even some of these experiments lead to a genuine transfer of knowledge and opportunity from China to Africa, much as happened with Japan and south-east Asia in the 1970s and with Hong Kong and Mauritius in the 1980s, employment could see significant gains and, in some spots, long-delayed industrial transitions may yet be realised (CHINA’S SPECIAL ECONOMIC ZONES IN AFRICA 51-2).”

To get a sense of why export Shenzhen and not Chongqing, check out the urban distribution of China’s top 679 enterprises. Not unsurprisingly, Beijing’s national state-owned enterprises dominated the list and Shanghai came in second. However, Chongqing had a mere 18 companies in the top. In contrast, Shenzhen came in third, with 52 top company headquarters. Moreover, the Shenzhen companies tended to be in the hi-tech, financial, or service sectors, representing the highest growth in new, rather than traditional industries and are precisely the companies investing in Africa.

Shenzhen-based Huawei‘s global expansion continues to accelerate, for example. Founded in 1987 by Ren Zhengfei, is the largest China-based networking and telecommunications equipment supplier and the second-largest supplier of mobile telecommunications infrastructure equipment in the world (after Ericsson). Likewise, Shenzhen-based Tencent made Forbes Magazine’s list of Asia’s Fab 50 companies and although the company is not yet in the China 500, it is the country’s largest and most-used Internet service portal. Other top Shenzhen companies include: Ping An Insurance (finance), ZTE Corporation (telecommunications), Vanke (real estate), and OCT Group (real estate).

And yet. These rankings indicate increasing inequality between regions, also explaining the ongoing appeal of Maoism.

guagua has vanished, but his older half-brother splashes across the chinese media

At this point in As Chongqing Turns, Guagua has vanished, but intrepid journalists have reported that his famously low key older half-brother, Li Wangzhi (李望知 Brandon Li) is in business with a Japanese chain selling high quality black angus steaks. More to the gossipy point of our story, Li Wangzhi gave his investment company a snarky classical name and his mother, Bo Xilai’s first wife, Li Danyu is throwing operatic slurs!

Flashback: In the rough and tumble years of the Cultural Revolution, the Bo family was out in the political cold with the rest of the 8 elders. Nevertheless, their children were intermarrying, consolidating alliances, and falling in and out of bad romance.

In 1976, Bo Xilai married Li Danyu (李丹宇), the princess daughter of the high-ranking cadre, Li Xuefeng (李雪峰), who in 1960 became the first political commissar of the Beijing Military Region and subsequently took control of the Beijing party organization after the purge of Peng Zhen in 1966. His political star fell when he supported Chen Boda during the 1971 Lushan Conference named him a Lin Biao supporter. In 1976, when his daughter married Bo Xilai, Li Xuefeng still faced another 3 years of  internal exile in Anhui province and would not be rehabilitated until 1982.

Bo Xilai was working as a manual laborer at the Bejing Number 5 Machine Repair Factory when he and Li Danyu married and had a son, Bo Wangzhi. In 1978, the college entrance exam system was re-instated and Bo Xilai was admitted to the Law Department of Beijing University where he met Gu Kailai. Princeling preferences for marrying within red circles being what they were, there were no degrees of separation between the young lovers — Li Danyu’s older brother was married to Gu Kailai’s third older sister, making Bo Xilai and Gu Kailai in-laws by marriage.

Even as Bo Xilai and Gu Kailai’s romance escalated, Li Danyu publicly accused her husband of being Chen Shimei (陈世美), the infamous adulterer from the eponymous Beijing opera. Li Danyu also tried to have Gu Kailai convicted on the “Destroying a Military Marriage” law. Nevertheless, Bo and Gu persevered and were married in 1984, when (it is said), the scorned ex-wife’s father was instrumental in having the couple run out of Beijing to Jin County, Dalian, where Bo Xilai’s political career began a Vice Secretary. Indeed, until 2003 when Li Xuefeng died and his influence over the Beijing political apparatus finally ended, Bo Xilai was unable to find a political position in the capital.

After her divorce from Bo Xilai, Li Danyu had their son change his surname from Bo to Li. Over the years, Li Danyu made sure that everyone knew of Bo and Gu’s lack of virtue, making sure that the story followed Bo wherever he was assigned.

Flash forward: Li Wangzhi grew up, graduated from Beijing University’s School of Law in 1996 and went on for a Master’s in Finance from Columbia in 2001. On returning to Beijing, Li Wangzhi set up a company called Chong’er Investment Consulting Ltd (重耳投资咨询有限公司). Inquiring minds want to know — what’s the story?

During the Spring and Autumn period, Chong’er (重耳) was the given name of Duke Jin Wen, son of Duke Jin Xian. Duke Jin Xian’s concubine, Li Pei had a child, Chong’er’s younger half-brother, Xi Qi. In order to secure Xi Qi’s future, Li Pei hatched a plot to kill Chong’er, who fled for his life. But in a what goes around comes around moment, Li Pei and Xi Qi died in court infighting and Chong’er triumphantly returned to take power.

Today, as Guagua hides and his parents remain hidden, Li Wangzhi moves forward (under the pseudonym Li Xiaobai) with his beef export business, which supplies Japanese steak aficionados with tasty, massaged Snow Dragon black angus steaks at $US 600 a kilo from ranches in — yes, its true — Dalian (雪龙黑牛股份公司).

Unapologetically superior — Bo and Blago

Without a name card, I’m have difficulty distinguishing Bo and Blago. Both are given to rhetorical flourishes — Bo quotes Mao Zedong poetry and Blago quotes Kipling. Both have channeled money out of their country of service. And both have both given highly public press conferences in which they continued to express their righteousness in the face of national misunderstanding.

Indeed, yesterday when I opened my yahoo account I discovered that Bo Xilai was suddenly all over the U.S. of A. (herehere, and here, for example), even in Utah! Meanwhile, literally just up the street, former Illinois governor, Rod Blagojevich headed off to prison on corruption convictions, not with a whimper but a full-on press entourage.

Here’s the rub: Bo and Blago are talking the same talk, albeit one filtered through Indo-Eropean grammar and the other through Sino-Tibetan tones — but don’t let it fool you.

When asked about the Wang Lijun affair during his March 9th Chongqing press conference, for example, Bo Xilai admitted, there may have been a “personnel oversight (用人视察)”! This language not only distanced him from Wang Lijun’s actions, but was the rhetorical equivalent of kicking a dog out of the house for crapping on the carpet. Not my fault, but not really a problem. Less than a week later, Blago picked up where Bo had left off, emoting “Saying goodbye is the hardest thing I’ve ever had to do. I’m leaving with a heavy heart, a clear conscience and high, high hopes for the future.”
