the u.s. election and the 18th npc

I have recently hooked into “we chat (微信)”, Tencent’s latest social networking app. Point du jour is simple: Tencent regularly bleeps me news updates, so I can follow world headlines at a glance. These past few days, the juxtaposition of the US election and the 18th National People’s Congress has offered lessons in misreading and irony.

For example: On the eve of the US election, I received the following three headlines:

  1. Today’s topic: does the election divide or unite Americans? to be followed by
  2. The 38 delegations arrived for the 18th NPC and first in line were the farmer-workers (meaning farmers who are migrant workers) delegation, and then, just so you don’t forget that the US and China are not two sides of the same coin
  3. Microsoft will use Skype instead of MSN everywhere but the Mainland.

Now, I’m not sure how direct the comparison between the US election and the 18th NPC were to be. Clearly, while both are domestic rituals, they will impact people through out the world. After all, international chains of production and consumption (of say computers and software) have made the US and PRC not only important trade partners, but also jointly influential over the global distribution of production and consumption in disturbing ways. However, that direction of thought was not picked up by the news editors at Tencent. Instead, the implicit comparison was between the “divisiveness” of the US election system and the “harmony” of the NPC.

Here’s the telling moment: this series of headlines could as easily fit into a Fox Network summary as an explicit (and self-congratulatory) comparison between the “democratic” structure of American politics in contrast to the “homogenized” politics of China.

As any structural anthropologist could tell you, when symbolic systems are this easily converted, there’s a good chance we’re talking about moieties, a form of unilineal descent that involves the occurrence of descent groups in linked pairs which assume complementary positions and functions. In more traditional moieties, marriage is exogamous and involves women and men marrying exclusively from the matching group. However, moieties also engage in trade and other activities, providing the larger social context of extra- and intra-moiety relations.

This is me thinking about the growing interdependence, not simply material, but also ideological between the US and PRC. Our co-dependence is deep and worrisome because we’ve yet to see any evidence that we do anything but reinforce our own and each other’s blind spots.

Sigh.

historic echoes: the gang of four and bo xilai’s upcoming trial

On November 4, 2012, the ruling black box Chinese Communist Party Central Committee bleeped that Bo Xilai would be tried in criminal court, neatly removing the last obstacle to the opening of the 18th National People’s Conference.

Bo Xilai’s dramatic fall began on February 6, 2012, when Chongqing’s “attack the black” hero, Vice Mayor Wang Lijun sought asylum in the US Consulate in Chengdu. At the time, it was thought that Bo Xilai might actually join China’s highest organ of power, becoming a Member of the Standing Committee of the Political Bureau, of the Chinese Communist Party Central Committee (政治局常委). On September 28, 2012, Bo Xilai lost his Party status. Indeed, the black box released an official missive, The Chinese Communist Party Central Committee Decides to Revoke Bo Xilai’s Party Status and Dismiss Him from Office  (中共中央决定给予薄熙来开除党籍、开除公职处分).

We now know about the murder of Neil Heywood, the trial and sentencing of Bo Xilai’s wife, Gu Kailai and the FBI’s help in repatriating his son, Bo Guagua. We have replayed the soap operatic laments of his first wife, Li Danyu and the Ivy league graduations and beef mogul career of their son, Li Wangzhi. Inquiring minds want to know: what else is there to learn from the Bo Xilai incident?

According to a post by Canadian Home (加拿大家园) Bo Xilai’s trial matters because it is not simply a corruption case, but also a political case. Moreover, the “Sing the Red, Attack the Black” campaign explicitly invoked the Cultural Revolution. Consequently, in preparation for Bo Xilai’s trial, Hu Jintao, Wen Jiabao, and Xi Jinping re-established the precedent of the Gang of Four trial. Thus, the Bo Xilai incident illuminates the contours of a neat (if unsuccessful) reversal of history. Deng Xiaoping came to power by sentencing Jiang Qing, Zhang Chunqiao, Yao Wenyuan, and Wang Hongwen. Likewise, Bo Xilai attempted to grab power from the reformers with a strong return to Maoism.

Yet another echo of the Cultural Revolution: In 1981, “the conscious of Chinese law”, Zhang Sizhi (张思之) represented the Deng’s political rivals, the demonized Gang of Four. Over the next decades, Zhang Sizhi has represented some of China’s most famous dissidents, including democracy activist Wei Jingsheng, sociologist Wang Juntao who advised students during the Tian’anmen Square incident, and Zhao Ziyang’s secretary, Bao Tong. Several days ago, Zhang Sizhi gave an interview, asserting Bo Xilai’s right to defend himself and to have an attorney. However, Zhang Sizhi also said that even with a proper defense, Bo Xilai would be convicted, the question of this “legal show” is simply: will Bo Xilai receive the death penalty?

All this anti-Cultural Revolution positioning reminds us of the extent to which the legitimacy of Reform and Opening has been based on the delegitimization of the Cultural Revolution, even as the heroic status of Deng Xiaoping was also very much based on his status as a PLA general. It also reminds us how seriously Standing Members take their absolute authority and why Bo Xilai did what he did in a gesture to join the black box club at China’s center. After all, the PRC is a mere 63 years old and thus for many Chinese the relevant and only political question remains: who is the true heir to Mao Zedong’s legacy?

the politics of backbiting

By now you have probably read that Shenzhen passed a new law that makes it more difficult to avoid the one-child policy by giving birth to a second child outside the country.

Between 2000-2009, it is estimated that the number of Chinese citizens having children in Hong Kong went from 709 to 29,766 annually and was still rising in 2010 and 2011. Indeed, some claim that today almost half of the children born in Hong Kong are born to Mainland families. Of this total, over 25% had Shenzhen hukou. Their children have Hong Kong identity cards, and although the parents must pay extra fees for schooling and medical care, nevertheless, they have avoided “second child fines (二胎罚款)” and other more drastic measures of enforcing the one child policy.

As of January 1, 2013, Shenzhen parents who have a second child abroad and then bring the child back to Shenzhen to raise for more than 1.5 years will be fined up to 219,000 rmb (US $35,000), which is roughly the current fine for second children born to parents with Shenzhen hukou. The fine is set each year by multiplying the average annual salary of the year before by 6 to 8 times. In 2011, the average salary was 36,505 rmb. This means that the 2012 Shenzhen penalties for second children are between 219,030 to 438,060 rmb.

This past spring, the Chinese news was full of speculation about how the government would handle the case of Olympic gold medalist Tian Liang, whose wife gave birth to a second child in Hong Kong. People wondered if Tian Liang would be fined as much as 2 million rmb and, more to the point, if he would loose his job, which is representing China in international track and field events. After all, ordinary government workers are not only fined for having a second child, but also loose their jobs. Thus, the Tian Liang case illuminated how it was possible for the wealthy and influential to avoid the consequences meted out to “common people” who gave birth to a second child in the Mainland.

Today, a friend told me about this new law as an example of the politics of backbiting, after all, it has been the rich and powerful who have taken advantage of Hong Kong hospitals to give birth to second children. Moreover, these are precisely the people who are targeted by ambitious underlings. He asked me to imagine how someone advanced within the government bureaucracy. Not on talent, but guanxi. However, when guanxi failed, it was possible to hire a private detective for 20,000 rmb to follow someone and document when and how they broke a law. He estimated that the first half of 2013 would be interesting to see how the newly pregnant rich and powerful handled the births of their second children; ordinary families became pregnant already prepared to pay second child fines.

Clearly my friend moves in nervous circles, where the law is used as a weapon of political infighting. This was, in fact, his point. Human rights and rule of law will not be established in China, he concluded, as long as careers were advanced and derailed through guanxi and/or backbiting.

“But people still accept this situation,” I commented.

He sighed, before saying, “China isn’t yet so corrupt that the people will risk their lives to overthrow the Party. There are still enough talented people in the government that society works. At some point, the balance will tip and we’ll be in revolt.”

“But now?”

“Now I’m just frustrated. I want out. But there’s nowhere to go.”

A catch-22, in fact. My friend plans to send his daughter to school abroad with the understanding that she not come back, unless it is to work for a foreign company; he believes she will be happier abroad than she could be in Shenzhen. He is not jumping, however, because he also knows the only place to earn the money necessary to launch his daughter abroad is his current, relatively high ranking position within a work unit of trusted guanxi and potential backbiters.

tianmian celebrates 20 years of incorporation

Yesterday evening, Tianmian Industries Ltd (田面实业股份有限公司) celebrated 20 years of incorporation, simultaneously confirming the group’s new status as a corporation and the corporation’s status as the continuation of Tianmian Village. The celebration achieved this sense of historic continuity through the sequencing of socialist and traditional customs, including the presentation of and speeches by Tianmian, Fuhua Precinct, and Futian District leaders, which was followed by singing and dancing performances, a demonstration of Bruce Lee style kongfu by one of Bruce Lee’s students, and pencai, a local specialty that is only eaten at collective ceremonies. The speeches and performances took place on a stage in the vip area, while two large LED screens had been set up throughout the common area so that guests could watch the entertainment while eating.

Another important ceremonial function was to demarcate borders both within Tianmian and between Tianmian and outside communities. The 137-table event occupied  most of the main road into the village (directly off Shennan Road) as well as adjacent public areas, dividing Tianmian into two sections: the ceremony area and the rest of the neighborhood. Importantly, only Tianmian Ltd has the authority to cordon off public areas for private ceremonies. The ceremony area itself was subdivided into a vip area for leaders, their families and guests and a common area for Tianmian stockholders, their families and guests. Tianmian guards prevented non-guests from passing the red cordons.

Rituals such as these and the concomitant right to occupy public space are perhaps why we continue to speak of Tianmian Village as a village. In point of fact, we were celebrating the dissolution of Tianmian Village and its reconstitution as Tianmian Ltd. In ritual terms, however, the celebration clearly established Tianmian Village as the host and hegemonic subject of this territory and Tianmian Ltd as the contemporary manifestation of the village. What’s more, throughout the evening the gaze of outsiders — many of whom live in Tianmian housing stock — reinforced the sense of Tianmian as a vibrant and recognizable collectivity.

These rituals are particularly important in Tianmian because the corporation has not built traditional village buildings, such as an ancestral hall or a temple. In obvious contrast to Tianmian’s appropriation of public space, when larger village-corporations hold pencai ceremonies, they set their tables in designated village plazas that are surrounded by traditional buildings. In Xiasha, for example, the large village plaza includes an ancestral hall, a temple, a public theater, a traditional garden, and a path to the Xiasha Museum. Consequently, where Xiasha relies not only on ritual, but also on the built environment to reinforce communal solidarity, Tianmian’s village identity remains as such primarily through what is commonly called “non-material culture (非物质文化)”, or rituals.

It will be interesting to see, say in twenty or fifty years, how strong Tianmian’s sense of village solidarity remains and to compare that solidarity to that of a village like Xiasha, where the construction of village architecture sets the stage for village rituals. In other words, although Shenzhen has been seen as a laboratory for economic and social experimentation, we might specify further, and watch the ongoing reconstruction of traditional solidarities despite and within the maelstrom of modernization. the chief eats a fish

So a translation of a story making the rounds, again. The Chief Eats a Fish first appeared at the end of 2011 and keeps circulating. Fish, of course, is a common pun for “extra, or too much”. Of note are the different ways that each of his subordinates addresses Chief Yu and the way that puns function, making the social body out of different parts of the fish. Nevertheless the satire speaks for itself.

 The Chief (局长) Eats a Fish

The weekend had come and as was their custom, the work unit staff gathered to dine. According to Chief Yu this activity was “going deeply into the lowest levels of society (深入基层)” and the best shortcut for connecting with the masses.

Chief Yu loved to eat fish, which was of course on the menu. They had drunk three rounds of wine and five different dishes when the fish was served. The waitress knew Chief Yu and so she made sure that the fish head was directly facing him. Without waiting for anyone’s input, he immediately drank three cups of wine (fish head wine is a colloquialism which means “delicious wine”). When he had put down his wine cup, Chief Yu began to allocate the fish.

Chief Yu used his chopsticks to pluck out the fish’s eyeballs with practiced ease. He gave an eyeball each to the people on his left and right. He said, “this is known as the far-seeing eye. I hope the two of you will act in concert with me.”

The two vice-chiefs smiled and gave the Chief their heartfelt thanks, saying, “Chief Yu we will not let you down and will completely support the work you have begun.”

Chief Yu removed the fish skull and presented it to the Head of Accounting, saying, “this is known as the axial column. You are the key worker in our department so of course I’m giving it to you.”

The Head of account was surprised to be treated so well, but said, “Thanks, boss.”

Chief Yu gave the pretty mouth to his “young cousin”, saying, “The lips and the mouth rely on each other (唇齒相依)”, which is a traditional proverb to express the idea that two people cannot get along with each other.

The Chief’s “young cousin” shot him a flirty glance and said, “Thank you older brother Yu.”

Chief Yu gave the fishtail (wei 尾) to the office manager, making a pun on the expression, the committee takes responsibility (wei 委以重任). The office manager was completely grateful and said, “Thank you, elder.”

Chief Yu gave the fish stomach to the assistant (fu 副) head of the planning department, again making a pun, “this is called treating others with sincerity (推心置腹 – fu is also the character for stomach).” The assistant head dipped his head and replied formally, “Thank you Chief.”

Chief Yu gave the fins to the administrative director, saying “open your wings an fly. You are the nearest to our Chief and so will definitely go higher everyday.”

The administrative director a huge smile saying, “I hope that the Chief will give me the necessary support.

Chief Yu gave the fish buttocks (ding 腚) to the union chair and said, “If you hold the course, there will be happiness in the end (ding 定有後福).”

At the end of the allocation, all that was left was a picked over slab of meat. Chief Yu smiled bitterly and shook his head, saying, “I should probably take care of the leftovers, after all that’s what a Chief does.”

More Princeling drama: Guagua returns and possible public appearance by Bo Xilai

Yesterday, Epoch times reported that the FBI repatriated Bo Xilai and Gu Kailai’s son, Bo Guagua. Why should we care?

Before the 18th National People’s Congress opened, the Party had stripped Bo Xilai of his Party standing and his post, which is called “double removal (薄熙来双开)” and sentenced Gu Kailai to death, with a two-year probationary period. So one would think that the Congress would open and the folks at the top would get on with sentencing Bo Xilai and making official appointments. However, the 18th NPC has opened and we still don’t know what exactly is happening.

We can speculate, however, that with the repatriation of Guagua, apparently the United States has decided to help Hu Jintao and Xi Jinping do whatever it is they’re doing behind closed doors. It may be that Gu Kailai was actually poisoned, and Guagua needs to give evidence. It may also be that he knows something about his parents’ affairs. More importantly, whatever the legal reasons for dragging Guagau back home, the fact of his return seems to indicate that Hu Jintao and / or Xi Jinping have decided to break with Deng Xiaoping’s famous decision to spare Zhao Ziyang’s children from prosecution in the post Tian’anmen era.

Common wisdom holds that given the decision to deploy the military to squash the protests in 1989, Deng Xiaoping had no other option than placing Zhao Ziyang under house arrest. Nevertheless, he expressed his solidarity with his former protege by announcing that investigations into Tian’anmen would not include the children of prominent leaders. In fact, in the post-1989 era, Zhao Ziyang’s daughter, Wang Yannan (王雁南) has been active campaigning for the rehabilitation of her father and other leaders.

Deng Xiaoping’s decision to spare Zhao Ziyang’s four sons, let alone his wife and her family reflected a modern understanding of the family. Traditionally, when high-ranking officials were sentenced, the victims included “executing the nine branches of a lineage (灭门九族)”. Chinese kinship traditionally reckons lineage through the father-son relationship (agnatic descent-家族), but also distinguishes branches within the lineage through mother-daughter-and sister marriages (嫁). The nine kinship branches (九族) are:

  1. Father’s family, four kinship branches — self (kinship branches counted from eldest and other sons), married paternal aunts and cousins, married sisters and sisters’ children, married daughters and grandchildren;
  2. Mother’s family, three kinship branches — mother’s father’s family, mother’s mother’s family, and mother’s sister’s family;
  3. Wife’s family, two kinship branches — father-in-law’s family and mother-in-law’s family.

Obviously, contemporary Princeling court dramas are different from the Confucian first, second, third, and fourth wife scenarios a la Raise the Red Lantern (movie and book). This is why Bo Xilai’s first wife, Li Danyu could gossip with New York Times reporters about Bo-Gu family intrigue, while her and Bo’s eldest son Li Wangzhi can continue cattle farming. However, more colloquially, Guagua maybe be one of the implicated (株连) simply because his father has no other weakness and has yet to admit that he was wrong. After all, Gu Kailai did confess; Bo Xilai has made no public apologies or admissions of error.

Speculation du jour, if Princelings benefit from family connections, perhaps they can also be used against each other, especially against those like Bo Xilai, who might not otherwise bend. Bo Xilai will be sentenced in Guizhou, Guiyang. So to speculate even further, weibo has it, that on Monday, Oct 15, Bo Xilai will appear publicly in Guizhou, and inquiring minds want to know: how is this appearance connected to his younger son’s return?

policy by number

In anticipation of the 18th National People’s Congress (and possible trial and sentencing of Bo Xilai and concomitant rise of Wang Yang), I am offering a bit of policy by number — one country, two systems, for example. Chinese policies (at all levels of government) tend to come in easy to remember chunks, which in turn are parsed and memorized in politics class. Of course, in addition to politics classes taught in actual schools, all government organizations also unpack the latest phrase because as the ill-fated reception of Jiang Zemin’s “three represents” demonstrates, its possible to disseminate a catchy catchphrase without the larger public actually figuring out is being said.

A few examples, the author, and a few dates of Chinese policy by number:

One Country, Two Systems (一国两制; Deng Xiaoping, 1984) refers to the decision that Hong Kong would remain administratively separate from the PRC and was used again for the return of Macau, allowing both Special Administrative Regions to continue business operations as they had under colonialism, even as political authority shifted to Beijing. The phras also anticipates the return of Taiwan.

Three Represents (三个代表; Jiang Zemin, 2000) refers to which Chinese interests the Party represents, namely 1. the demand for progressive production capacity; 2. the cutting edge of progressive cultural production, and 3. the basic interests of the vast majority of the People. Unfortunately, even in Chinese the three represents are counter intuitive (1. 始终代表中国先进社会生产力的发展要求;2. 始终代表中国先进文化的前进方向;始终代表中国最广大人民的根本利益) and many thought that the phrase referred to three representatives of Marxism: Marx, Lenin, and Mao. But again, if we were talking about the people’s representatives in the post Mao era, where was Deng Xiaoping’s place in all this?

Four Modernizations (四个现代化;1st plenary session of the 3rd National People’s Congress, December, 1964) refers to the imperatives to modernize industry, agriculture, national defense, and science and technology research (工业现代化、农业现代化、国防现代化、科学技术现代化). The four modernizations where to be accomplished in two, 15 year steps (两步走), or to modernize over the course of 6 five-year plans. Step 1 was to establish a modern industrial base and economic system by 1979; step 2 was to bring China’s industry and economy to the world by 1995. In the 3rd plenary session of the 11th National People’s Congress, Deng Xiaoping memorably reestablished the four modernizations as the guiding policies.

After these first three, Chinese policy by number quickly deteriorates into farce because every level of government and many work units promote their goals through this system. Of note, however, is that Chongqing and Guangdong policy by number soundbites have entered into public discourse, not to mention Hu Jintao’s love of the genre. A few of the more prominent examples:

Three attacks, two establishments (三打两建; Wang Yang, 2011) are the current Guangdong Provincial government’s commitment to attack monopolistic markets, to attack piracy, and to attack corruption and establish systems of social trust and marketplace oversight (打击欺行霸市、打击制假售假、打击商业贿赂;建设社会信用体系、建设市场监管体系).

Five Chongqings (五个重庆; Bo Xilai, 2008) marked the beginning of the Chongqing Model of development, and referred to inhabitable Chongqing, smooth traffic Chongqing, forested Chongqing, safe Chongqing, and healthy Chongqing (宜居重庆、畅通重庆、“森林重庆、平安重庆和健康重庆).

Six Efforts, Six Actualizations (六个着力六个切实; Hu Jintao, 2009) are more ongoing efforts to fight corruption by changing the hearts and minds of Party members by striving to strengthen guiding principles and to actualize the Party for the public good and administering government for the people; striving to improve praxis and to actualize the Party’s praxis of scientific guidance; striving to strengthen responsibility and to actualize the responsibility to follow the Party and the People to be generous; striving to establish correct political positions and to establish objective development [which then has its own numbered list of how tos]; striving to establish a correct view of benefits and to actualize the People’s benefit as being primary, and; striving to strengthen  the Party’s discipline and to actualize Party unity [in four areas] (着力增强宗旨观念,切实做到立党为公,执政为民;着力提高实践能力,切实用党的科学理论指导工作实践;着力强化责任意识,切实履行党和人民赋予的责任;着力树立正确的政绩观,切实按照客观规律谋划发展,要察实情,讲实话,鼓实劲,出实招,办实事,求实效;着力树立正确的利益观,切实把人民利益放在首位;着力增强党的纪律观念,切实维护党的统一,在思想上,行动上,政治上与党中央保持一致,维护党的统一。)

Eight Honors, Eight Shames (八榮八恥; Hu Jintao, 2006) were promoted to cultivate the moral conscious of Party members; patriotism is an honor, while harming the country is a shame; serving the people is an honor, while turning one’s back on the people is a shame; respecting science is an honor, while stupidity is a shame; hard work is an honor, while sloth is a shame; solidarity is an honor, while the pursuit of self benefits is a shame; being trustworthy is an honor, while being opportunistic is a shame; upholding the law is an honor, while breaking the law is a shame; struggle is an honor, while arrogant greed is a shame (坚持以热爱祖国为荣、以危害祖国为耻,以服务人民为荣、以背离人民为耻,以崇尚科学为荣、以愚昧无知为耻,以辛勤劳动为荣、以好逸恶劳为耻,以团结互助为荣、以损人利己为耻,以诚实守信为荣、以见利忘义为耻,以遵纪守法为荣、以违法乱纪为耻,以艰苦奋斗为荣、以骄奢淫逸为耻).

 

东方村:the modern politics of traditional villages

Today, I recount and comment on the 11th episode in The Transformation of Shenzhen Villages (沧海桑田深圳村庄三十年), Dongfang Village (东方村), which is interesting because it illustrates current concerns with rewriting urban village history as the continuation of Confucian values in a new environment.

In 1978, border police captured several refugees from the Dongfang Brigade, who were trying to cross the Sino-British border and enter Hong Kong illegally. The organizer of the group was none other than the brigade party secretary, Wen Zhixiang, who was sentenced to four years in jail for his crime, but did not actually attempt to go to Hong Kong. Instead, he decided to send his daughters to Kong Kong, while he remained in Dongfang. After his release, Wen Zhixiang shifted sand for use in concrete and died four years later of liver cancer.

The story of Wen Zhixiang is presented as a story of sacrifice that links present-day Dong Fang to the Southern Song official, Wen Tianxiang (文天祥). In 1278, Wen Tianxiang committed suicide rather than serve the conquering Yuan. However, in order to insure that his family line would continue, he made sure that his younger brother would escape to have descendants. Accordingly, the two brothers fulfilled their Confucian obligations to both their Emperor and family, in Mandarin their decision has been described as “one loyal and one filial (一忠一孝)”. In fact, Wen Zhixiang was a descendent of Wen Tianxiang’s younger brother, Wen Bi. The Wen family descendants have been living at Dongfang Village for over 600 years.

During Wen Zhixiang’s incarceration, then Baoan Party Secretary, Fang Bao petitioned to have him released. However, the higher ups continually denied to release Wen Zhixiang, but also to approve more than the official quota of border passes for visits to Hong Kong. In his interview for the documentary, Fang Bao emphasized that policy placed local farmers in a difficult, but understandable position. On the one hand, Baoan residents knew life was better across the border because they had family there. On the other hand, they also had worked hard for the Party. This was a question that tested the contradictions between one’s loyalty to the Party and family responsibility.

Not unexpectedly, the film asserts that Hong Kong investment in village-owned factories resolved the contradiction that Wen Zhixiang faced. Good government, it suggests, means enabling citizens to have a high quality of life, so that they are not faced with the decision of remaining loyal to government or their family.

For me, the juxtaposition of Wen Tianxiang and Wen Zhixiang’s respective stories elides important differences between Confucian and neoconfucian understandings of loyalty, and the role of individual consent in traditional and modern hegemony. Wen Tianxiang, for example, did not choose between to extant political orders. Instead, once the Song had been defeated, he chose to die rather than serve the new dynasty. For Wen Tianxiang, loyalty was absolute. This is a traditional political value. In contrast, Wen Zhixiang chose between socialism (and subsistence farming) in Songgang or wage labor in Hong Kong, basing his decision on the quality of life in the two places. In other words, his neoconfucianism allowed for conditional loyalty, which is a highly modern political value.

In other words, the story of Wen Zhixiang reveals the modernity of “traditional” famers, rather than their blind repetition of tradition. From the perspective of local Party Secretary Fang Bao, Wen Zhixiang’s decision was understandable. Even if Wen Zhixiang broke the law, he did not deserve imprisonment. Indeed, the man who replaced Wen Zhixiang as Dong Fang Village secretary reiterated this point; they tried repeatedly to reintegrate Wen Zhixiang into the village after his release. In other words, by making the stories of Wen Tianxiang and Wen Zhixiang analogous, the film reveals the explicit modernity of “traditional” Baoan, where citizens give or withhold loyalty to a government based on their quality of life (however defined), rather than, committing their lives to the government they happened to be born to (as did Wen Tianxiang).

This past year, I have increasingly collaborated with foreign artists, filmmakers, and scholars to create projects in Shenzhen. Often at stake in these projects is the form and breadth of necessary support. For example, to do any kind of project in a public site (performance, filming, showing an art film), you do and do not need papers to show guards. What does this mean?

If the project looks like a group of friends just talking or filming, or if you’re performing / filming in a private house or shop, no one will ask questions. Hence, the proliferation of coffee shop and bar events with sympathetic owners. However, if you set up a large set, have many people involved, and a crowd gathers to watch, then any local guard can stop you and ask to see your papers. And every building has employed guards, so you will encounter them. In urban villages, where there might not be building guards, there are neighborhood civil police, who will know you are in the area within about five minutes and show up (or at least that was Fat Bird’s experience when we did guerilla performances in Huangbeiling and Dongmen 1 and 2).

If you don’t produce performance permits, the guards will send you away. Sometimes, even when you have papers, if the area has a special event going on, the guards will work to send you away. This happened several times during the 6 > 60 bus film screenings, when guards who knew us and were used to our project became nervous because a leader was visiting that day and thus asked us to leave as a favor to them. This indicates how seriously onsite guards take enforcement because 6 > 60 was part of the Biennale and therefore a municipal level project. Nevertheless, guards took the attitude “one less concern is better than one more  (多一事不如少一事)”. Likewise, at a recent Shenzhen University event, a dormitory guard tried to shut down an approved project because approval had only taken the form of spoken agreement. When the project organizer went to confront the approving official, he denied that he had ever heard of the project.

When organizing a project in China, it bears remembering that upper level officials may agree to help (and often support a project in principle), but if they do not write a letter of support, sign papers or issue permits, their support is practically useless because enforcement takes place onsite. Moreover, in most cases the leaders that can approve a project and the offices that issue permits are separate. This means, of course, that what needs to happen is project directors need to work with leaders who are willing to call the people who do issue permits on their behalf.

The whole question of corruption happens at this overlap between needing political support to obtain permits and the fact that enforcement happens elsewhere. After all, why should an official make a phone call or pursue permit issuing officials for you? What’s in it for them? Likewise, permit issuing officials sometimes become a third site of obstruction, depending on the relative status of the caller — immediate leaders are very helpful in pushing permits through, but their office is usually not high enough to approve a project.

And so point du jour: getting things done in Shenzhen means being able to network as many levels as possible to get the permits necessary to make an onsite intervention. That done, you need to then work with or against onsite guards. One time events can usually be accomplished by arguing with guards, however long term projects require onsite negotiations with guards, and often their leaders, who are responsible to a different chain-of-command than the one that pushed through the permits, which in turn requires another round of explaining and securing agreement.

That said, sometimes bravado will get the same or better results, but it’s a gamble.

三打两建:ideology in guangdong

Guangdong Party Secretary, Wang Yang has been busy shoring up his position as a reliable, upstanding, and neo-liberal party member.

Since February this year, all of Guangdong has been engaged in “three attacks and two establishments (三打两建)”, a movement that has its own, quite extensive website. The three targets of attack are “illegal monopolization of the market through violence (欺行霸市)”, “manufacturing and selling fake goods (制假售假)”, and “commercial bribery (商业贿赂)”. The two principals to be established are “a system of social trust (社会信用体系)” and “a system of market oversight (市场监管体系)”.

It seems on first glance a call to rationalize highly local systems of production, consumption, and regulation because I have usually seen movement banners in urban villages, rather than in malls, making villagers the target of Guangdong’s current ideological movement. For example, “illegal monopolization of the market through violence” and “commercial bribery” seem to be descriptions of how markets and shops are actually run (with their reputed mafia ties) in villages. Likewise, “manufacturing and selling fake goods” also seems to be located in villages, with low-level investors setting up shanzhai factories in older, under the radar of municipal oversight spaces and then distributing these goods through local outlets. In contrast, the double aim to establish systems of trust and market regulation point to the government’s determination to bring all production, distribution, and consumption under a system of generalized oversight.

Currently, Shenzhen’s villages have all been incorporated into the municipal apparatus and villagers given citizen status. However, to the extent that industrialization in the Pearl River Delta has created rich villages that cultivate loyalty to the collective (or extended family) rather than to the state (as an abstract system), the next step in rural urbanization has become transforming villagers into citizens. Currently, one of the defining characteristics of a citizen in contrast to a villager is that “citizens” position themselves with respect to national laws (shared with strangers), while “villagers” position themselves with respect to traditional values (shared with familiars and intimates).

Point du jour, an important task of Chinese governance has become shifting how the state interpellates rural residents, hailing them as individualized “citizens”, rather than as collectivized “farmers” even when and despite the fact that many villages (such as Xiasha) are investing in symbols of collective identity, and the “urban village” has become a stereotype of Shenzhen cultural identity.
