Monday I joined the Meizhou preservationists in Enning Neighborhood Guangzhou, where we met to talk about how we could intervene in what was happening in Meizhou. There were two issues at stake. The first was straight-forward lay human rights–how do we help people keep their homes or guarrante a replacement home? If you google “Hakka” all sorts of information comes up, ranging from Wikipedia’s Hakka People brief through the overwhelming comprehensive blog 客家风情 to more academic takes such as “The Secret History of The Hakkas: the Chinese Revolution as a Hakka Enterprise“.

These articles emphasize that the Hakka left the central plains for Southern China in a series of migrations. Hakka literally means “Guest People” and in the anthology, Down to Earth: The Territorial Bond in South China, for example, David Faure, Helen Siu and their colleagues nicely track the differentiation of Han Chinese into various ethnic groups, including the Dan (boat people not allowed on land), the Hakka, and dominant Cantonese.

Over time, the Hakka developed a distinct culture and history, including unique roles in the Taiping Rebellion (Hong Xiuquan was a Hakka) and subsequent Chinese Revolution; Sun Yat-Sen, the Soong sisters, and Deng Xiaoping, for example, were all Hakkas. Distinguishing features of Hakka identity include language, food, architecture, and a commitment to tradition and education that is said to exceed that of neighboring groups. Importantly, however, given the geographic range of Hakka settlements both within and outside the Chinese mainland, there is much diversity within the group. The Hakka standard is set in Meizhou, the county seat of Meixian, which brings us back to what’s at stake with the forced evictions in Meizhou.

The Hakka have lived in large compounds, where extended patrilineal families resided in organized proximity. These complexes have functioned as material genealogies with hierarchy emphasized through one’s room(s) within and location relative to the ancestral shrine, which has pride of place in any Hakka homestead. Indeed, even after compounds have been abandoned for newer buildings, often the ancestral shrine continues to host rituals and family matters, such as death memorials.

Many of the large homes that have been or are threatened with forced demolition in the Meizhou suburbs are low-income realizations of the larger ideal of bringing one family line together in one place. Overseas family members have contributed funds to build the homesteads, where several generations do live together. Importantly, those at home hold it for family members who are working either overseas or in cities like Shenzhen. Indeed, memories of and anticipated arrivals of absent family members characterize these homes. As does the cherished expectation of reunion, when the homestead will be filled and the family complete.

Also of note, many of the people standing guard over a family’s living history are women, who have married into the line and are therefore not considered part of the genealogy. So when the householder is female, she holds it for her sons, rather than explicitly for her husband. It became clear in conversation, that many of the women wanted a house for their families–children and maternal relatives, rather than explicitly to continue a particular line. Moreover, while the women told stories of their lives in these homes, the men would emphasize how these homes held a larger family together. Thus, the 5 or 6 women I spoke with were spoke of the need to keep a place for memories and future visits, while the men were more likely to demand compensation that would allow them to reproduce the building itself.

The unmaking of the multi-generational family has been one of the most obvious consequences of rural urbanization. After these homes are razed, they are replaced by smaller homes for China’s version of the nuclear family–an elder or two who take care of the only child of two working parents. In terms of traditional history, this breakdown clearly causes suffering and disorientation as family members try to make sense of a life without a shared root, even as it is also clearly that another uprooting has already taken place; the young people spoke Mandarin while their elders spoke Hakka. The results of centralized education and migrating populations contextualize the violence of rural reconstruction with respect to an ongoing state project to remake the countryside in Beijing’s image.

the violence of rural (re)construction (2): hoodlum government

In everyday conversation, forced evictions and demolitions are thought to be widespread.
However, except through site visits and conversations with local people it is difficult to ascertain which cities are most widely affected because there is a moratorium on reporting about actual cases. The Chinese media “reports happy things and not things that cause worry (报喜不报忧)”. In a situation like Meizhou this means that it is easy to find building plans and economic projections, but nearly impossible (except through more privatized forms of communication such as blogs and we chat) to find any reportage on actual events in real time.

The silence about the actual situation not only isolates vulnerable communities from larger social help, but also obfuscates the government’s role in the process. In a word, because there is no independent source of news, there is also no way of confidently reading a situation. Rumors fly, fear spreads, and the expression “hoodlum government (流氓政府)” is used when people know that they are being threatened in the name of a government program, but do not know if those threatening them are members of the police force, a particular government bureau, or actual thugs-for-hire.

Unfortunately, with respect to rural construction (乡建), hoodlum government is supposed to be the norm rather than the exception because we’ve stopped giving the government the benefit of the doubt.

Reported detained are: Gu Zhengqi (古正q奇) and Gu Wenchang (古文昌). Villagers barricaded the road into their village to prevent bulldozers from entering. The barricade stretched between Gu Zhengqi and Ge Wenchang’s neighboring houses.

Reports of hoodlum government in Meizhou include:

1. Threatening to have a student’s college acceptance revoked if the head of house doesn’t sign over property rights;

2. Allowing for the destruction or decay of houses because there is no compensation for unusable buildings;

3. At the same time, preventing villagers from repairing their homes;

4. Refusing to give fair compensation for property when villagers do negotiate;

5. Filling in waterways to create roads. This gives government officials and their proxies access to villages and makes it impossible to maintain rice paddies, which require regulated inundation and drainage;

6. Disrupting village elections and appointing grassroots level leaders who support government policy;

And 7. Destroying villagers’ cellphones, cameras and recorders to prevent documentation of the process, which in turn also makes reporting on the situation a “he said, she said situation”.

Below are images from our trip to Meizhou. Villagers hold pictures of detained family members and receipts for hospital care after a beating. They are standing in front of there houses or where their houses used to stand. The documents show a villager appraisal of his home and government response. The standard rebuttal, “too expensive”.

This is the first part of a six-part essay, Meizhou: The Violence of Rural (Re)construction. Rural construction (乡建) is currently one of the most important debates in Shenzhen specifically and China more generally. As China’s “first city without villages”, Shenzhen has an important place in this debate. In fact, Shenzhen is held up by social progressives, real estate developers, and Party officials alike as a model of what rural construction should be. More locally, civic groups are beginning to organize around this issue in order to promote more just visions of the city.

Friday, September 19, 2014, we made the five-hour bus trip from Shenzhen to Meizhou. We were an assorted group of scholars, architects, and journalists, but we had joined documentary film maker Deng Shijie in common cause–to visit the Meizhou suburbs in order to bear witness to the human suffering that has resulted from current development policies. Shijie and his allies are central to a small, but meaningful citizenship movement in Shenzhen. Many of Shenzhen’s second-generation have become active in what we in the United States would call social justice issues, but which in Shenzhen operate under the glosses of philanthropy (公益) or social renewal (社会创新).

We arrived well past midnight, but were greeted warmly by villagers who are trying to voice their demands. Some want to maintain their current homes, others want more equitable compensation, and all want the government to bring out a viable and legal relocation and compensation plan. And that, of course, is the crux of the matter. The government’s plan to construct a new city notwithstanding there has been no release of a relocation plan. Instead, villagers are being bought and when that fails forced out of their residences. Two of the nastier strategies of displacement are (1) using the police and/or local thugs to harass and beat villagers until they sign off and (2) razing homes and then transferring money to villager escrow accounts. If the villagers use the money, the action is interpreted as acceptance of the government’s terms. If however the villagers do not use the money, after a five-year period the money will be returned to the Ministry of Land. There are also reports of villagers having been detained at local police stations in order to compel village heads of household to sign property transfer agreements. The crude background to this travesty is the Chinese state’s commitment to making urbanization central to economic development and (more importantly) a criteria for promotion within the Party and government. In 2011, Meizhou began planning a new city on the rural land that was traditionally held by villages. However, urbanization directives accelerated in March this year when China released its National New Type Urbanization Plan. Subsequently, in September 2013, the Meizhou government released the Meizhou Jiangnan New City Detailed Plan (梅州江南新城详细规划) for public debate. The official discussion period was from September 24 to October 20, 2013. The plan was made available in three sites: the Meizhou Government Building, the plaza of the Jianying Park, and the municipal urban planning. However, according to villagers, the City continued to raze homesteads during this time. Additionally, the City also targeted traditional Hakka compounds and ancestral Halls. Architect Ye Yikun (叶益坤) has been the leading voice of opposition to demolishing historic architecture.

razing homelands (in meizhou), claiming history (in shenzhen)

We hear stories of forced evictions and demolitions from Meizhou. These simple and brutal stories of State violence in order to dispossess peasants of their traditional landholdings sound all too familiar. The enemy is fast, omnipresent, and faceless, found in whispered rumors and chronic anxiety. The peasants’ furious screams and disjointed protests do not clarify the situation, but instead seem to work against them, further alienating them from urbane cool and ironic discourse.

Consider, for example, the tale of a 70+ grandma who had refused to sign over her land rights and sell her home. She occupied her home to protect her home. However, one day she needed to go shopping for a few everyday necessities because there was no one at home to help her. Less than an hour later when she returned home, “they” had already demolished her house. She had nowhere to go and nothing to bring with her. One can only imagine what she feels watching bulldozers raze the material conditions of her life. Suddenly, she is stripped to existential despair and helplessness in the face of relentless progress.

Yesterday I attended a screening of ongoing documentation of the situation in Meizhou. The salon was hosted by Shi Jie (in photo), a young documentary filmmaker currently based in Shenzhen. He has been documenting naratives of ongoing dispossession, bearing witness to the injustice of rural urbanization and concomitant suffering. First story online (in Hakka with Chinese subtitles). Shi Jie held the salon to discuss strategies to create solidarity between Shenzhen youth–especially young Hakka migrants–and the Meizhou peasants.

The conversation brought up three issues: (1) the need for peasants to articulate their demands in a more “urban” language, such as historic preservation or environmental conservation because the story of forced evictions and land dispossession was too common to become a media focus; (2) the need for the film makers to map the competing interests, including government dependence on land sales to meet their budget, the leading developers and the scale of investment;and (3) the need for the film makers to state their aims clearly, who was their intended audience and to what end?

Shijie’s savvy use of social media notwithstanding it is apparent that the heart of his effort is small, local and face-to-face interactions where he raises a fourth issue: how might those of us in Shenzhen is how to ameliorate an untenable situation?

there is no city here…

The translation of 城中村 as “urban village” misleads. In fact, it is more accurate to call them urbanized villages, with the understanding that a village is not simply a rural settlement, but also and more importantly a corporate entity. The village settlement became urban, and in the process created a class of corporate land owners, who own the buildings. Thus, for example Baishizhou, where several thousand households control the real estate where 140,000 people live. Dalang Precinct (大浪街道) has an idegenious population of 8,000+ with a migrant worker population of over 500,000. The villages and some villages are not poor, they are the “local rich”.

Dachong, Hubei, Baishizhou — the list of urban villages that have been or are in process of being rennovated (a euphamism for razed and rebuilt) is, of course, the list of the most important real estate developments in contemporary Shenzhen. The plans for these new neighborhoods resemble those of Southern California, with climate controlled buildings, exquisite landscaping, and carefully planned walking areas.All this to say, when not talking about the need for low income housing (for both the working poor and recent college graduates) or rejoicing in the messy, cheap convenience of urban villages, the general Shenzhen consensus about urban villages in general is that the buildings and environment sub-standard. The goal is to replace them with neighborhoods that have enormous shopping malls at their center.

Now, the ideological irritant is the extent to which young intellectuals and urbane Shenzheners have coded the suburban impulse as tasteful, while the guilded buildings of the village corporations are being called “dirt wealth” buildings (土豪楼). In other words, there is something worse than being “exploding” or nouveau riche (暴发户); one could be “vulgar” rich, or 土豪. Indeed, vulgar rich is the term used to describe the skyscrapers and office buildings that villages (or individual villagers) have commissioned. The problem, of course, is that the logic of building vulger rich buildings is the same as building nouveau riche buildings. Urban villages and suburban cities hire the same architectural firms, use the same materials, and aim for the same symbolic ends — to announce their social importance. The only difference is the exterior of these buildings; where’s the guilded tipping point from nouveau to vulgar riche?

More importantly, the cultural coding of suburban urbanization as “tasteful” and rural urbanization as “tacky” misses the point — neither urban typology completely nourishes the human soul because both forms rely upon exploitation and exclusion in order to generate the capital investment necessary to build and rebuild Shenzhen.

yuehaimen village

When I first arrived at Shenzhen University, Yuehaimen was the urban village where I rented a conveniency apartment for 600 rmb a month. Located at the southeastern border of the SZU campus, there was an open gate between the village and the campus. However, by the time of SARS (2003) the gate was sealed off and students took to clambering over the wall between the village and campus in order to get to school. The university built dormitories at its southwestern border in Guimiao campus. That small, backdoor gate was the easiest to slip through during the SARS quarantine.

Piece by piece, urbanization near the SZU campus isolated Yuehaimen from the city. On its eastern border, Yuehaimen abuts the southern section of the Shenzhen Science and technology park. During construction of the park (from mid to late 1990s), another wall was built between the village and the white-collar work and residential area. The village’s southern border was the coastline that is now Houhai Road, and yes, a wall was built to separate the village from land reclamation, and has remained in place to cordon off ongoing construction of SZU’s southern campus.

These successive construction projects (SZU campus, Science and Technology Park, and reclamation of Houhai Bay) meant that Yuehaimen was an important home for construction workers, SZU students, and office staff. Having limited land resources, villagers built early and tall; these 6-8 story buildings are not prototypically “handshake” buildings, which emerged in the mid-1980s. Instead, Yuehaimen buildings resemble early 1990s work unit housing. More importantly, given land constraints and building styles, villagers did not own individual property, but units within jointly held buildings.

Yuehaimen is scheduled for razing by the end of the calendar year, or early next year. Most of the residents have been evacuated. What remains is an urban ghost village, where a few stragglers wait until the very last-minute before slipping into another urban enclave. In turn, Yangguang Real Estate developers promise to build another gated community on the footprint of Yuehaimen — this one shiny, modern, and meant to house Shenzhen’s technocratic managers and leaders.

shekou tour — from villages to the new coastline via a few side streets

Wonderful walking tour of Shekou with Huang Weiwen, Director of the Shenzhen Center for Design. Of particular note (in no particular order):

Nanhai Road was the primary artery and all industrial parks and housing were built along that road. This road has pride of place on the original China Merchants plan for Shekou. However, on the same map, the village areas were blank. Moreover, road and infrastructure construction served to isolate, rather than integrate the villages into Shekou society. Nevertheless, public facilities such as hospitals, post offices and schools were built in the border zones between the village and China Merchant settlements.

The craze for creating material traces of a history for Shenzhen continues. Next to the Shekou wet market — which has been externally renovated with LED screens — a strip of village holdings / former factories is being converted into “Fishing Street”, where there will be restaurants and other places of consumption. The design for Fishing Street juxtaposes three different Chinese traditions: Guizhou style houses, bas relief murals of Dan or Tan people fishing history, and palm trees. The Guizhou houses were first seen in the Meillen hotel and apartments, but the style has clearly trickled down. The Dan, of course, were the people who lived on fishing boats, only coming online with land reform during the early Mao era. Before they were used as ornamental topiary, the palm trees were used locally as cash crops to make fans. This new development further deepens other murals and village museums in the area.

The most distressing change? The almost complete privatization of the coastline. The new marina includes a private road to that last stretch of leasure coastline. Indeed, residents may now access the coastline either through the Shenzhen Bay Park or window views from a highrise.

ALso, as we walked from the village areas toward China Merchants developments, I couldn’t help but notice the abandoned telephone booths — they litter the older sections of the city. Moreover, it is only when actually noticing these empty stalls that I realize there are no public phones throughout the newer sections of the city. Instead, we all carry phones (of varying degrees of intelligence.)

retirement plans for older migrant workers?

Yesterday, a weixin article claimed that among China’s 230 million migrant workers, the number of workers over 50 years of age could be as high as 36 million. These 36 million, of course, were the first generation of migrant workers, who left their villages in 80s and early 90s — before reforms had spread beyond the borders of special economic zones and coastal cities, to work in China’s newly opened factories.

The article raises the important and increasingly pressing social question, where will these workers retire? And what will they do in the absence of retirement plans? The journalist interviewed older workers in the northern city of Lanzhou, where there is little option but to retire to their hometowns. According to a report published in 2010 by the Chinese Elder Workers Council, 84.7% of city and town residents have a pension, averaging 1,527 yuan a month. In contrast, the percentage of rural residents with a pension is 34.6% and the average income is 74 yuan a month.

In Shenzhen, the debate over what to do with older migrant workers has been ongoing since March 1987, when the city legalized the participation of rural migrants in pension plans. Indeed, Shenzhen has been at the forefront of reforming China’s pension plans, allowing self-employed entrepreneurs to buy into pension plans (1992), and provided pension supplements for regional workers and for non-Shenzhen residents to collect pension benefits in the city (1999). In 2007, twenty years after migrant workers were permited to buy into pension plans, there was a rash of articles about Guo Jinzhao (郭锦钊), the first migrant worker to collect a monthly pension in Shenzhen (at the time of the article 1,005 yuan a month).

Over 25 years since the debate about migrant workers began and the celebratory publicity campaigns notwithstanding, the majority of Shenzhen migrant workers has not earned enough to either retire in the city or to have purchased into pension plans. In 2012, Wen Qingqiang published a photoessay on the city’s “naked old tribe (裸老族)”. The gist of the article anticipates the Tencent post: older migrant workers can not afford to stay in the city where they have lived and worked for the past several decades. Instead, their most viable retirement option is returning to their hometowns.

Note about language: In Chinese, the expression for “rural urbanization” is more specific than its English translation, highlighting both extant labor regimes and the administrative structure of the Chinese state apparatus: 农村城镇化, literally means, “agriculture villages city town transformation”, or “the transformation of agricultural villages into cities and towns. The distinction between cities and towns is relevant, of course, because within the Chinese state apparatus, cities rank higher than towns (which rank higher than villages) and are thus more eligible for state funding and preferential policies. At the level of geopolitics, then, rural urbanization has referred to the restructuring of spatial hierarchies. The transformation of rural Bao’an County to Shenzhen Municipality remains the national poster child for successful rural urbanization.

Importantly, rural urbanization has also occurred through the migration of rural residents from agricultural villages and townships to the country’s cities. In fact, these workers are literally called “farmer-workers(农民工)”, an expression that not only emphasizes rural origins, but also their role within urban hierarchies. This point bears repeating because rural migrants have not been fully integrated into urban societies, either formally (through hukou and concomitant welfare benefits) or informally (through friendships and associations that might blur the distinction between urbanites and bumpkins). Here, although Shenzhen has taken initiatives to experiment with tweaking the hukou system, nevertheless, the ideological distinction between urbanites and bumpkins continues to shape both public policy and the concomitant imaginary of just who is (and is not) a Shenzhener.

futian village

After several months, I return to my synopsis of The Great Transformation (沧海桑田:深圳村庄三十年). This episode is about Futian Village (富田村), which begins raising the counterintuitive question of why Walmart would build a megastore in Futian Village. The underlying message of the episode might be half-facetiously summarized as “location, location, location”.

The story of how Futian Village became known as Futian suggests the shifting contours of village lands. 田 (tian) of course meant “paddy” or “fields” and has been constant over history. Over 900 years ago. One went to Futian, one settled in Shangsha, and the third went to Yuanlang in what today is known as the Hong Kong New Territories. However, the village was originally called “Getian (隔田)” because it was separated from the mainland by a stretch of seawater that extended to Tianmian. Over time, sedimentation filled the marshy areas between the coast and the separate fields. This new agricultural land was called Futian (幅田). When the name was formalized during the Mao era, the village was named Futian (福田), which included the character 福 (fu – prosperity), a homophone for 幅 (fu -meaning landfill). According to an old villager, “real Shenzheners” call him “Getian person (隔田佬)”.

In fact, the history of the area is the transformation of the status of fields. Before 1980, Futian villagers cultivated grain, sugar cane, and peanuts. The village itself was defined in terms of these land holdings. They were organized as one brigade, which was further organized into two work teams – total population 1,000 people. However, according to the old Village Party Secretary Huang many more villagers escaped to Hong Kong before reform. At the establishment of the SEZ, the village occupied had strategically located land holdings, at the edge of the Luohu downtown area. In 1992, when inner district villages transferred historic land rights to Shenzhen Municipality, the village developed rental property and commercial areas. There were two key developments that went on to have national impact. Firstly, in 1998, Walmart opted to open its first megastore in Futian Village. In turn, the Futian megastore became the model of how to operate a Walmart in China. Secondly, the Venice Hotel chain also opened its first hotel in the village.

1990s and early turn of the millennium corporate village development emphasized profit rather than public space. Importantly, however, Futian Village was located directly adjacent to the new central axis area. However, when the new Civic Center opened, Futian Village was required to upgrade accordingly. In 2007, when Futian decided to build a new culture plaza, then Futian District Party Secretary, Lv Reifeng reputedly said, “I can’t give you funding to build the plaza, but I can give you a policy.” The policy was quite simple: Futian District gave 30% of the total cost to build the plaza.

To recap: The Great Transformation tells the story of thirty Shenzhen villages. Importantly, the idea of “village resident” in the series constantly shifts between “indigenous villagers” and “migrants who live in the village”. This slippage is subtle but hinges on the way in which urbanization has not only transformed fields, but more importantly restructured property rights. For example, when the narrator says “villager/s (村民)”, he clearly means “local villager/s”, referring to those who own buildings and have stock in the collective holdings. However, when he speaks of “urban villages (城中村)”, he means the urban neighborhoods that evolved out of the previous village. More tellingly, the slippage between “villages” and “urban villages” structures rhetorical questions throughout the series. The episode, “Futian Village”, for example, opens with the rhetorical question, “Many wonder why one of the world’s 500 richest companies would choose to open their first megastore in an urban village.” Clearly, the intended audience of the serial documentary continue to view urban villages as rural villages rather than urban neighborhoods.
